Councils require elevation plans for planning permit applications drawn to scale. Photos can be submitted to support your application, but can not be substituted for an elevation drawing, with a few exceptions by most councils under VicSmart.
The plans submitted with your VicSmart application need to have sufficient information and be clear enough to be stamped and become a part of the permit. VicSmart plans, unlike regular Town Planning plans, are ok to be done by hand rather than by an architect or draftsperson.

Examples of how to do you own VicSmart site and elevation plans are provided on request, when you use the guide. They don’t require too much in termis of technical prowess – that is almost anyone can do them.
