To do your own town planning permit application for minor buildings and works in a Heritage Overlay as a VicSmart application, the first step is to check if your application is eligible for the VicSmart process. This will ensure that your application meets the following criteria:

1. 1. The land is in a Heritage Overlay
   2. You are seeking to do at least one of the following “minor buildings and works”:
      • Construct:
        • a fence
        • a domestic swimming pool or spa and associated mechanical equipment and safety fencing
        • a carport, garage, pergola, verandah, deck, shed or similar structure
        • a vehicle cross-over
        • a rainwater tank
        • or install a solar energy facility attached to a dwelling
        • and install domestic services normal to a dwelling
        • and install a nondomestic disabled access ramp
        • or display a sign
      • Lop a tree
      • External painting
      • Externally alter a non-contributory building
      • Demolish or remove an outbuilding (including a carport, garage, pergola, verandah, deck, shed or similar structure) if not identified in the schedule to the overlay
      • Demolish or remove a fence if not identified in the schedule to the overlay
   3. Does not trigger a permit under another part of the planning scheme
